The importance of information technology and telecommunications in healthcare has been growing. The focus of development has shifted from individual telemedicine applications to citizen-centred care and eHealth solutions. Integrated service models and interoperability are the basis for future development. Therefore, the capacity building assumes an important role. The capacity building in ehealth implementation requires not only the training of medical functionaries at each level but also citizens.
